The Uganda Peoples Congress (UPC) will not take part in talks Government plans to hold with political parties.
Prof. Adonia Tiberondwa, chairman political affairs, presidential policy commission, said on Sunday UPC would not heed the call because the Constitution does not allow political parties to elect leaders.
"For UPC, we have one legitimate leader who is Dr. Apollo Milton Obote. Anybody who goes to the talks without the briefing of Obote will not be operating on behalf of UPC. I would like to suggest that if the talks are to make sense, the restrictive clauses in the Constitution against parties should be removed so that parties can elect their leaders," Tiberondwa said.
President Yoweri Museveni named a 25-member committee to consult with political forces on the political destiny of the country.
Dr Crispus Kiyonga, National Political Commissar, will chair the committee consisting of 10 ministers, nine MPs, two district chairmen, a Movement historical, an academic and a priest.
Tiberondwa was reacting to a Sunday Vision story which quoted Movement Director of Information Ofwono Opondo as saying it was not the government's duty to detect the delegates of the parties.
