PRESIDENT YOWERI Museveni ought to inspire confidence in Uganda's institutions. His reaction to the public outcry against thousands of dollars spent on his married daughter's delivery, however, is disgusting. Just because he is paranoid does not mean that people are always plotting against him.

Movement is a Cynical Dictatorship
By intimating to the citizens that he is in a permanent risk of being eliminated, he is unconsciously admitting the failure of his one-party administration to build secure and reliable institutions.
Museveni's biggest problem lies with his egocentric but misplaced belief that he alone and the army have all the solutions to the problems of Uganda. This belief of indispensability has pushed him to seek to impose himself as president-for-life by manipulating the constitution.
The Movement system that he has forcefully imposed on Ugandans is a cynical and unscrupulous form of dictatorship. It is true, however, that such a system can never go far since it can not halt the process of its own contradictions.
