THE Chief of Military Intelligence, Col. Noble Mayombo, has ruled out the possibility of war should a presidential third term be declared.
Appearing on the Capital Gang, Mayombo said although Article One of the Constitution allows Ugandans to take up arms in case the Constitution is abrogated, declaring third term using proper procedures wouldn�t amount to subversion.
He said the Constitution must be abrogated first before one contemplates defending it using war.
�Once the procedure as envisaged by the visionaries who wrote the Constitution is followed, then you cannot exercise your right (to justify war),� Mayombo said.
�I am one of those who wrote in the Constitution that abrogation of the Constitution justifies war. This we wrote cautiously, during the day,� he added.
He urged all political classes to agree on the procedure of amending the Constitution to avert a war-like situation.

for Information, Ofwono Opondo, blasted former deputy premier Eriya Kategaya and MPs Augustine Ruzindana, John Kazoora of PAFO who he said think it�s an abrogation of the Constitution when their views are not taken.
Bugweri MP Abdu Katuntu said as long as NRM �continued to intimidate the opposition, war is unavoidable�, and accused Ofwono of issuing intimidating remarks.
�I�m not a prophet of doom but if you intimidate anybody, there is no way you will avoid conflict. It may not be Kony terrorism war but there will be war.�
As long as you have Ofwonos talking the way they do and Mayombos saying yeah, you are going to have conflict in this country.
Ofwono Opondo linked the pro-rebel e-mail and Internet campaign to two Ugandans, Anne Mugisha in the US and Munini Mulera in Canada. �I think they should be deported because they are aiding terrorism,� he said.
Col. Mayombo reported good progress in the anti-terrorism war, citing the recent k
illing
of his �counterpart� in the LRA and that of the overall commander of Joseph Kony�s forces, Colonel Charles Tabuley in Kaberamaido District last week.
