IGG has no integrity -- Wasswa Lule

KAMPALA - Former Lubaga North MP Wasswa Lule has cast doubt on Mr Jotham Tumwesigye's credibility.

Mr Lule said the Inspector General Government is not only under the armpit of government but was also a director in Danze, an import company, which was involved in a huge tax-evasion scandal.

This, he said, is inconsistent with the status of the office of the IGG.
"When building institutions and not just anti-corruption agencies there must be segregation of duties. You cannot be under the armpit of government and expect to be effective," Lule told The Monitor in an interview at his home in Lubaga recently.

Lule, a former deputy IGG, said government cannot fight corruption through public officials declaring their wealth.

"I was opposed to the idea of declaring wealth when it was first mooted. There is no country in the world where it has been effective. It has potential to be abused," he said.

According to Lule, Ms Miria Matembe, the former minister of state for Ethics and Integrity was ineffective.

He said she could not implement anything. "Apart from chasing nude women around town, there was nothing much she could do," he said.

He said anti-corruption institutions can only be effective if they are independent of the executive psychologically, financially and must have security of tenure.

Lule also took a swipe at the third term proponents, saying that the country faces very difficult times ahead if the Constitution is abused.
