LRA blamed for Uganda attack Sunday 23 November 2003, 1:38 Makka Time, 22:38 GMT  Thousands of refugees have fled the violence in the north The Lord's Resistance Army (LRA), a rebel group operating in northern Uganda, has been blamed for an attack on a village in the eastl African country in which one person was killed and about fifty houses were razed. A local policeman told AFP that the rebels swooped late on Friday, entering the village of Ayara, some 380 kilometres (230 miles) north of the capital Kampala. �They attacked around 11:15 pm. They killed one person and they burned all these houses and looted the shops,� the policeman said.    �We took one rebel prisoner, a boy of 14, and we handed him over to the army.
