The democratic Farmers Workers Alliance does not legitimise criminality and oppression- and therefore its esteemed membership who are eager to see DFWA get involved in the political discussion by multiparty confidants in Uganda � on behalf of DFWA we wish to state the following;
(a) We will categorically not compromise DFWA position or sit down with people who have committed crimes in our country and societies and now fronting themselves as democrats. They must first face the law or publicly denounce and fully compensate those they wronged, property they destroyed and lives they slaughtered. We have laboured to show those crimes from 1960s to date � the common man and woman must see justice done.
(b) The parties and entities themselves should foot the cost of such a conference. That all those involved in those talks should do so at their own cost and that no taxpayers� money is wasted.
(c) That issues like the right and freedom of association, as categorically state in the constitution should not become an issue for the elitist club debate but rather implement henceforth without any preconditions.
(d) The law is on our side, Uganda does not belong to a click of people connected by clan, blood or crimes committed, who can play on the psychology of our people. We are stating it once again, the inherent rights of Ugandans should be respected as per law established AND NOT DETERMINED by those with excessive power; economically, education, monetary and politically over the majority citizens.
(e) DFWA is not in a hurry to engage in pet discursive politics that benefits those involved other than the entire well-being of the majority citizens. Shouldn�t such an elitist club first explain to the citizenry, why for 40 years the poor is getting poorer while they the rich are getting richer and by virtual of their enormous power are increasingly oppressing the common tax payer?
(f) All parties, organisations and other entities involved should explain to the citizenry � the amount of money that has been spent by the present government on developmental issues of the commons� welfare since 1986 and how the common has benefited and how she or her will benefit in the future.
The above are based on the most basic factors on behalf of the workers, farmers, women, the disabled, the old and children. Therefore DFWA demands the following to be clearly stated and how they will be met before the elitist club start their social conventions:-
1. Education is a right not a privilege for every citizen, therefore the Democratic Farmers Workers Alliance � Uganda (DFWA-U) is demanding free education from pre-primary school to pre-university level, financed by worker and farmers collective taxes paid to government annually.
2. Shelter is the most basic precondition for a reasonable life � the Democratic Farmers Workers Alliance � Uganda (DFWA-U) is demanding that every single Uganda farmer and worker be availed with a 4 � 5 a single room prefabricated or permanent housing facilities financed through their taxes payable on an annual basis. That all TYPES OF PERMANENT shelters acquired with collective taxation, should be owned co-operatively through shares or funds by the workers and farmers not by the state.
3. Mothers are the foundation in the reproduction of the nation- the Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that every single mother should be availed free maternal care in both private and public medical care facilities. Plus a monthly paid leave for a consecutive twelve-month period at Ug Shs. 50,000 per month per mother.
4. Having children is not a privilege to the nation - therefore the Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that for every Ugandan child, be offered a monthly upkeep fee of Ug Shs. 20,000. From the date of birth to the calendar date when the child reaches the age of seven (7) and at the calendar date it starts into a private or public school.
5. The Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that all Uganda children in pre-secondary schools must have full life insurance coverage paid by the state.
6. For the elderly, non-employed disabled people, army recruits and school children in pre-secondary institutions, the Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that free transport facilities MUST be availed financed on farmer and workers taxes paid to URA and NSSF.
7. All school going children as well as all workers and farmers in both private and public institutions and units should be availed two well balanced diet or meal per day. Necessary to keep them alter and healthy. A standard that the Democratic Farmers Workers Alliance � Uganda (DFWA-U) demand the school of medicine to come up with immediately.
8. All people are equal before the law and their gods; therefore the services they get from the state must all be equally distributed. The Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands therefore that private and public utilities and institutions offering services to the general public be standardised to meet equal service distribution to the citizens.
9. Immobile communication: the Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that for every farmer a landline telephone network or were it is not possible a mobile fixed domestic phone be availed. Plus a television and radio link network, and radio and television set plus furniture and utensils at a discount rate, from Uganda manufactures association (UMA) in the above mentioned permanent structures.
10. Transport is a necessity for society to function: the Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that for every district municipality, transport organs should be instituted together with the private sector for a comprehensive inter-regional or inter-municipal public transport network, also financed on the collective taxes paid to government annually. For mothers, the elderly and school going children cheap transport save time and lives therefore should be availed immediately.
11. For every Ugandan owned enterprise with ten (10) or more employees, the Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that (a). The state provides concessions to cover the Uganda�s wide market through import tariffs (b). The state provides provisions for research and development funds for three to five fully funded doctoral studentship research in both private and public universities (c). Two - three week � market research excursion tickets outside Uganda for exportable Uganda products.
12. The Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that Uganda Farmers MUST run and own all towns and city markets, on co-operative basis, have shares in them and with THE LEAST MINIMAL government or state intervention as it is today with indirect municipal intervention and private interests.
13. The Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that all districts must by law have food buffers � to cover both local food needs and those for export for at least three month on government cost.
14. The Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that all Uganda workers in privately foreign owned enterprises should have stake in them. In form of shares at 15-25 % of the enterprise fixed and variable capital OR ELSE Uganda workers should be offered payable one monthly holiday per year, plus life insurance grantees and coverage, and the enterprise must foot the workers medical bills.
15. In addition, respective public and private units must avail affordable footwear as well as clothing material or in case were cost might be higher for a single unit that respective units and institutions will seek concessionaire measures together with Uganda textile industry and retailers to provide affordable footwear and clothing. Through workers and farmer�s co-operatives, unions, academic institutions for going all children and youth and factories for workers.
16. Work is a natural necessity for both psychological, physiological and national development purposes. It is therefore in the interest of the Democratic Farmers Workers Alliance � Uganda (DFWA-U) that for all professional Ugandans, who have not yet found a proper and viable employment or are underemployed be availed the means for doing so. Through government funded re-education programme in professional skill attainment in areas where the state lacks human resources. (telematic engineering design & construction, radio, TV repairing, mechanics, digital engineering and design, nursing, medicine, hard-software design, tapestry, carpet and cloth making, carpentry and masonry, building and construction, basic architecture, farming etc.)
17. In regard to unprofessional or skilled Ugandans � a six month to two years government funded regional vocational institutions should offer professional skills in fields relevant to the nations development needs, attainable in a period raging from six (6) month to two (2) years. The Democratic Farmers Workers Alliance � Uganda (DFWA-U) demands that for every Ugandan adult farmer from age 18 years, more professional skills attainment should be mandatory to realise their full potential as complete human beings.
18. Voluntary military service should be instituted for professionalism. On the other side every Ugandan should undergo a three monthly military training relevant to the defence of the country, the farmer and her property. The military should never again be a personal property.

The NEC meeting shall cost Shs 150,000,000 m while the Movement National Conference at the International Conference Centre will cost Shs 700,000,000 m. Each delegate will receive Shs 80,000 at Kyankwanzi and the same amount is due to the National Conference delegates. There are 2,400 official National Conference delegates but 600 other guests have been invited for the meeting. The Shs 700m is to be spent on accommodation transport refund, conference facilities and documentation.

Two months ago, the legislators awarded themselves a salary increase of Ush4.5 million ($2,647) each and a car allowance of Ush20 million.

Uganda MPs' Salary Bill Nears $1 Million Mark
THE SALARY bill for Ugandan ministers and MPs is expected to rise significantly following an increase in the size of the cabinet from the constitutional limit of 45 to 66.
The Members of Parliament have also increased, from 276 to 295.
When the new cabinet, which was expected to be named over the weekend, starts work, Cabinet salaries will cost the tax payer Ush204, 600,000 ($113,667), while those for parliament will rise to Ush1, 327,500,000 ($737,500) per month. The total for MPs and ministers will be Ush1, 532,100,000 ($895,965) per month.
The sixth parliament, whose term ended last month, passed a resolution authorising ministers to be paid Ush1.1 million ($611) for being Members of Parliament on top of a consolidated subsistence allowance of Ush1.8 million ($1,000) for Ministers of State and Ush1.9 million for "ordinary" Cabinet ministers. The MPs are entitled to Ush1.1 million ($611) basic salary, gratuity of Ush330, 000 ($183), subsistence allowance of Ush2, 080,000 ($1,155) and mileage. The mileage depends on the location of one�s constituency, but on average is Ushs1 million ($585) per MP. With mileage included, each MP on average gets about Ush4.5 million ($2,500) a month.
