The issue of homelessness in the "first world"has to do with the nature of Capitalist Economic Cycle of which a lot has been written about.  Economist often refer to the phenomenon as Economic "Boom" and "Burst."  

During a recession, many people often loss their jobs.  As a result, many cannot afford to pay Rent/Mortgage.  Homes are repossess. Those who rent cannot afford to pay rent  ..and are often kicked out by the landlord. ..so goes the  story

Many noted intellectuals including those recent to the academic world Like Howard J. Sherman (Professor University of California River Side) in his book THE BUSINESS CYCLE; GROWTH AND CRISIS UNDER CAPITALISM goes in detail to educate us on this phenomenon. 

Others, Like the Englishman John Maynard Keynes' in his very famous book THE GENERAL THEORY OF EMPLOYMENT, INTEREST, AND MONEY, provides as with yet other understanding on the subject of unemployment and joblessness in a Capitalist society.

..Not to mention  the other  famous  intellectual Karl Max  who wrote about  the some topic in DAS CAPITAL .  Max talks , among other things, about  notions of Surplus Value ...e.t.c
