Letter to all law abiding Ugandans

When Mr Fox Odoi reacted to Mr Erias Lukwago's article on the referendum, he kept repeating Article 1 so authoritatively (Sunday Monitor, January 11).However, if one looks at article 258, which reads:

(1). Subject to the provisions of this Constitution, Parliament may amend by way of addition, variation or repeal; any provision of this Constitution in accordance with the procedure laid down in this Chapter.

(2). This Constitution shall not be amended except by an Act of Parliament-

(a) The sole purpose of which is to amend this Constitution; and
(b) The Act has been passed in accordance with this Chapter,It gets clear that one has to go through parliament to amend the Constitution.

Yet Article 261 states:261. A bill for an Act of Parliament to amend any provision of the Constitution, other than those referred to in articles 259 and 260 of this Constitution, shall not be taken as passed unless it is supported at the second and third readings by the votes of not less than two-thirds of all members of Parliament.

The framers of the constitution were not only farsighted, but they were also aware of what man is capable of doing.I call upon all law-abiding lawyers, parliamentarians, priests and opinion leaders to defend the Constitution by resisting any person or group of persons seeking to overthrow the established Constitutional order.
