Posted to the web February 16, 2004 Kampala PRESIDENT Yoweri Museveni has directed the construction of a sh1.7b security road on the border of Teso and Lango regions for easy movement of troops. He said the road would make it easier for the UPDF and Arrow Group to rout out the Lord's Resistance Army (LRA) rebels.

The 80-km road runs from Atiriri-Orungo-Obalanga up to Alito bridge at the border of Lira, Katakwi and Kotido districts. The road will be completed within eight months, the contractors, Mulowooza and Brothers Construction Company, said.Soroti resident district commissioner (RDC) and Arrow Group coordinator Musa Ecweru said,

"If this road is completed, we shall move our forces from one point to another easily because we used to take long routes to reach the enemy spot."He said the President also directed the Ministry of Works to take over the maintenance of the road."Since the LRA have been driven out of Teso, most people have begun returning to their villages. We have also established several Arrow units on the border to protect civilians," Ecweru stated.

He said the road was strategic to the region because it served as a frontier for the rebels.Engineer Charles Lakwonyero said two bridges which can accommodate tanks and military trucks would be constructed on Acuna and Opot rivers.

"The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It thus becomes vitally important for the State to use all of its powers to repress dissent, for the truth is the mortal enemy of the lie, and thus by extension, the truth becomes the greatest enemy of the state."
