But such efforts, as you so eloquently pointed out below, must be used as means to provide SUPPLEMENTARY funds to the Kings efforts........supplementary in the sense to it supplements funds from the Buganda treasury (if the Kabaka was allowed to levy taxes subjects) earmarked to finance the said projects.

Even I Edriss Kironde, a commoner, can have fundraising (harambee as is in Kenya) events and send Buganda kids to institutions of higher learning both in Uganda and abroad.
With Buganda King as a patron, he can have fundraisings in different parts of Buganda, having dinner galas and raise money that shall go into a scholarship fund.
On the harambee spirit alone, the Kabaka of Buganda can raise money to build hospitals in Buganda and can appoint representatives in foreign countries that will in turn solicit for equipment, Medicine, personnel etc, fund the construction of health facilities in Buganda, which can improve the health of the people of Buganda.
A $20 dinner per head luncheon can be made in a place that can seat at least 2000 guests in Uganda just to launch the construction of Sir Edward Mutesa University. An entertainment centre can be built near Kasubi, with a fully equipped conference center; cinema hall, etc then use the proceeds to cater for development costs.
The Buganda government can launch cable television network and raise money from subscriptions and advertisement or use her subjects to pull the resources and do the same.
The list of ideas is endless even from just one single subject of Buganda. Try collecting ideas from 4 million subjects on how to raise money for the Kingdom, you will be overwhelmed.
