There is nothing unusual about a TX-tax in and of itself. I hear even the UK has such a tax. And if anyone cared to examine their cable bills in good-old US of A (phone-bill, utilities bill, etc), they will make the astounding discoveries that such taxes are indeed a common occurrnce.
