Museveni Blames the UN for Unending War

Lira President Museveni has blamed the government's delay in defeating the LRA rebels on the international community.The President was speaking to journalists here yesterday, as he settled into camp in Lira to oversee a new army offensive against the rebels, following Saturday's massacre of civilians in Barlonyo camp.
"The international community let us down long ago," Mr Museveni said."The conflict was fuelled by Sudan; I wrote to the UN Security Council and they did nothing. The situation was very serious then.
"He also blamed the "so-called donors who were interfering in our budgets, who were saying we could not spend more on defence."He said the army's recent ability to spend more is the reason "why we are doing much better."Museveni said efforts to resolve the conflict by dialogue had failed but added that the international community's relief effort had been helpful.
Earlier in the day, Museveni visited Lira hospital and the victims of the attack and apologised for the lack of co-ordination, which led to the attack.He did not, however, visit the scene of Saturday's attack as expected.
