Kabaka Advised On Federo

State House legal adviser Naava Nabagesera has said it takes constitutional amendment for the Kabaka to attain executive powers.
Nabagesera was recently addressing a press conference in Kampala.
�The executive powers Kabaka Ronald Muwenda Mutebi is asking for are a matter of constitutional amendment, which may not be possible within one year,� Nabagesera said.
�Before we seek for executive powers, which may come after five years, let us ask the Government to provide the Kabaka with funds to improve the welfare of his subjects,� she said .
Nabagesera advised the Kabaka to use Buganda ministers and Members of Parliament to lobby for funds from the Government to facilitate the kingdom programmes.
She noted that the Government was willing to support the Buganda kingdom programmes instead of going into the constitutional course which will not be done in one year.
Nabagesera said the desire for executive powers stems from the Kabaka�s inability to receive tax from his subjects.
�I want the Kabaka and any other cultural leader who has access to funds and is free from partisan politics. The institution should compliment Goverment programmes and associate with other cultures,� she said
The Kabaka of Buganda recently requested the Government for a federo system.
