Talk about the cost of NRM's wars!!!..we can only but wonder as to how many citizens are going to be adversely affect by this budget cuts in the Ministries to finance more wars (we talking no medicine in the hospitals, no funds to educate Ugandans, no funds to finance the construction of or maintain existing infrastructure in the country). Observers believe that no matter how much money Museveni devotes to fighting wars, he is not going to succeed pure and simply, if we are to follow Trent in the past 18 years of fighting wars. Only Museveni does not believe in the statistical notion of probability!!!

THE Government is considering cutting ministries' budgetary allocations to raise an additional sh90b urgently needed by the Ministry of Defence.A source said permanent secretaries from all ministries held a meeting at the Ministry of Finance headquarters in Kampala on Tuesday to discuss the proposal, but there was serious disagreement.
The Secretary to the Treasury, Chris Kasami chaired the meeting in which Secretary for Defence Musoke Gabindadde informed his colleagues that the defence ministry needed sh90b to embark on the Defence Review Programme.According to the Ministry of Finance, the programme had been scheduled to start in the 2005/06 financial year. The ministry had not budgeted for the programme this financial year.
The programme involves standardising and professionalising the Uganda Peoples' Defence Forces (UPDF) to meet universal and professional standards.The source said Musoke informed his colleagues that the defence ministry could not fund the programme.
