How come Kony still eludes army?

I am a Ugandan living and working in Senegal. I can�t thank The Monitor enough for the Internet news, since there is no other local source of news that provides this service free (I mean without having to go through the hassle of registering for subscription).

I have some questions for the government: Can they really continue to tell us that LRA is nothing but a group of rag tag bandits? How does a force like UPDF, 60,000 strong, equipped with the ferocious mambas, buffalos, tanks and APCs, fail to defeat a force like Kony�s?

Shouldn�t the government feel ashamed of this failure?
Government claims that some of the failures of the army are due to under funding, but the army takes the lion�s share of the country�s annual budget!

Not only is the government self funding, it receives foreign aid for the UPDF in form of training from the US and Britain. Does Kony have any of such privileges? Does he collect taxes to fund his force?

The answers to these questions should be enough to embarrass the authorities and some of them should even resign.
