International bodies will bring us peace

I would like to contribute my views on the Northern war after the recent horrific events which took place in Lira.

Considering that the rebels are constituted almost exclusively of abducted children without any military training, while our army is strong, well trained and properly equipped, I strongly believe that there is no political will to solve the conflict.

When I try to analyze the interests behind this war, I come to the following conclusions:First, that the presence of an internal war has justified heavy military expenses for a poor country and has allowed military interventions of Uganda in the neighbouring countries, without the consent of the Ugandan people.

Secondly, a war and its tragedies in the first page of daily newspapers, keeps public attention far from other problems and relevant issues like the third term, multi-party issues, freedom of _expression_, democratization, corruption right from high levels, etc.

Lastly, a militarized country does not provide the best environment for free and democratic procedures in the coming presidential election in 2006.

There is widespread fear that the army will be a source of intimidation, repression of free _expression_ and violation of human rights. The only possible solution to the present conflict is to call in the International Bodies as soon as possible. This would avoid further immense sufferings for a large portion of our Ugandan population.

"The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It thus becomes vitally important for the State to use all of its powers to repress dissent, for the truth is the mortal enemy of the lie, and thus by extension, the truth becomes the greatest enemy of the state."

- Dr. Joseph M. Goebbels - Hitler's propaganda minister
