KAYIIRA FOR RECONCILIATION RATHER THAN FOR MENDACITY

As it was reported in the Bukedde Newspaper of Sunday, March 7, 2004,
President Museveni chose the Anniversary of the death of the late Dr.
Lutaakome Andrew Kayiira to accuse him that " he had decided to
establish an army of rebels for reasons of dividing the people according
to religionism and ethnicism.
A decade and half ago Dr. Kayiira was murdered in cold blood. The
Ugandan security agents investigated the case together with
representatives of the British Scotland Yard operatives. A report was
written. To this day Ugandan tax payers have been denied knowledge of
the contents of that report. The best interest of our country, at this
point, should be served by calling for reconciliation instead of hurling
vitriolic and vituperative words aimed at flogging dead horses.
It is a fact that the guns with which Museveni's group erratically and
unpredictably attacked Kabamba were supplied to Museveni by the UFA.
Reason was for working together and get Obote's dictatorial regime out
of the way. Would that mean divisiveness as President Museveni puts it?
The day before Ash Wednesday of 1982, UFA staged an internationally
recognized attack on the Lubiri barracks. Museveni did not only not
participate but commandeered the hardware UFA had acquired from the
Lubiri barracks. Many instances can be quoted in which Dr. Kayiira
crystallizes that he was for democracy and federalism. Many instances
clearly shows that Dr. Kayiira was for unity rather than disunity as the
accusation happens to be.
Religionism and ethnicism is the song and instrument of habitual lying
about Dr. Kayiira as it is also the mendacious tool regarding the intent
of obliterating democracy based on political parties in Uganda. The
absurdity in this is that Museveni starts his political career as a
member of the Democratic Party next he crosses over to UPC. In UPC with
a positioning in the President's Office he holds a euphemistically
decorated office as a research officer. He is quite active in the
GENERAL SERVICE. Those of us who were public officers at that time
shudder to remember the way things were. Next he is a co-founder of a
political party the UPM about which Cheeye pronounces that Museveni was
interested in founding it for the purpose of hiding in it. Then he
founds the NRM that operated together with the FFA.
In the Sunday Bukedde report, Ali Wasswa concludes that " Museveni said
in this meeting that the people resolved that Dr. Kayiira should stop
the bad habit of dividing the armed forces. This angered him [Dr.
Kayiira]. Because of this he was expelled from the party. He left and
went to Mukono where he did his rebel activities."
After what has been said above one wonders as to where is the truth. Dr.
Kayiira was never a member of NRM. He was neither a member of FFA nor a
member of UPM. Which organization was he expelled from?
Kayiira left this world. Those who knew him closely know that he had the
best interests of his country at heart. Kayiira should be for
reconciliation instead of making him a ping-pong for mendacity.
Reconciliation means bringing about a peaceful settlement between human
beings who have quarreled. In order to achieve peace there should be
knowledge of what caused the disruption of peace. Mistakes must be
acknowledge. It is after that, that any person of good one will, will be
able in sincerity to say SORRY to one another. It is after this that
mendacity, that is, the habitual telling of lies will be avoided.
