Government Stops Masaka DP Rally

By Richard Mutumba

THE Government has warned the Democratic Party (DP) pressure group, Popular Resistance Against Life Presidency (PRALP), against holding a political rally in Masaka town today.

A letter from the internal affairs permanent secretary, Dr. Steven Kagoda to the groups co-ordinator, Muwanga Kivumbi, said PRALP was not registered just like its parent organisation, DP.

It is therefore not possible for the group to hold a public rally. The current law does not permit rallies, demonstrations etc by unregistered groups, Kagoda said.

However, addressing a press conference yesterday at the DP headquarters in Kampala, Kivumbi said the Masaka rally was on as scheduled and nothing would stop it from taking place.

The Political Organisations Act or any other law does not require a pressure group to r egister before conducting any activity. The Popular Resistance Against Life Presidency cannot be restricted by any law to hold a public rally, he added.

Uganda Harasses Media

THE Committee for Protection of Journalists (CPJ) has said Uganda undermines press freedom, writes Davis Weddi.

CPJ recently released a report in which it said although Uganda enjoyed a relatively liberal media climate, journalists said authorities still harassed them.

The report said an anti-terrorism law was enacted in 2002 which imposed the death sentence on journalists who aired or published information deemed to promote terrorism.

CPJ said the law was vaguely defined and was actually designed to stop journalists from reporting on the war in northern Uganda.
UN news agency IRIN last week said press freedom in Uganda and Kenya was constrained by authorities.

The report said journalists said authorities harassed the media when they became too critical or tackled politically sensitive subjects like the presidential term limit which has spoilt Government relations with the media.Ends

3rd Term Group Takes Campaign To Pupils

VOTE: Tumwebaze addressing Kayina pupils in Wakiso district on Friday

By Wifred Sanya
The pro-third term pressure group has urged primary school pupils to vote for President Yoweri Museveni.
Special presidential assistant for research and information, Frank Tumwebaze, on Friday asked pupils of Kayina Primary School in Namayumba, Wakiso district to support President Museveni come 2006 elections.
It was during the Constitutional Review Commission when individuals came up with the idea of urging President Yoweri Museveni for third term, said Tumwebaze.
He said in the past there were few private schools but with the enabling environment many people have put up schools increasing the number of educated people.
Tumwebaze attributed the increase in school going children to Universal Primary Education.
Come 2006 elections, we shall witness most Ugandans use a pen to elect, he said.
He urged students to use their history and aim higher in their education career and to guard against pre-marital sex, a major cause of HIV/AIDS infection.
He said people were abusing the democracy Movement had brought.
