Assuming all the 500 junior officers above were 2nd Lts that recieved a promotion to Capts (This assumes the highest extra cost in that category), each of them would have to be paid 420,000 - 240,000 = 180,000 extra. For three months, extra cost would be 180,000 x 200 x 3 = 270,000,000. The extra cost anticipated is 2,500,000,000. 2,500,000,000 - 270,000,000 = 2,230,000,000. The balance divided by the remaining officers (200) and the three months 2,230,000,000/200/3 gives an average extra 3,716,666.7 per officer per month. This is just on top of what they are already getting now. Just how much therefore does a senior army officer earn compared to a junior officer or a civil servant with equivalent qualification??? 700 UPDF officers to get promotion By David Kibirige March 28, 2004 BOMBO - President Yoweri Museveni is yet to assent to the promotion of 700 officers due to lack of funds. The Army Council that sat on January 29 to 30 in Soroti, under the chairmanship of Gen. Museveni, recommended the officers for promotion. Sunday Monitor has learnt that later the Army Promotions and Commissions Board (APCB) approved the promotion of about 700 officers to various ranks. Members of the APCB are: the Army Commander, Chief of Personnel and Administration (CPA), Chief of Staff, Chief Political Commissar (CPC), CMI boss and the Director of Legal Services in the army. Museveni as the commander in chief has not signed because there would be an increase in the wage bill. Aronda who will jump to the rank of lieutenant general. CMI boss Col. Noble Mayombo will become a brigadier while President Museveni�s military assistant and UPDF political commissar, Brig. Kale Kayihura, will become a major general. Those who will be promoted from colonel to brigadier are: Col. Hudson Mukasa, the commander of the Mbarara based 2nd division, Col. Nathan Mugisha, Col. Clovis Kalyebara and Col. Kateregga. From lieutenant colonel to colonel are: Ramathan Kyamulesire, Arthur Musinguzi - the director of legal services, and the commandant of the military police, Dick Bugingo. It has also been resolved that all division commanders be promoted to colonel. This means that Lt. Col. Etyang will become a full colonel. From major to lieutenant colonel are army spokesman Maj. Shaban Bantariza, Maj. Joseph Musanyufu attached to CMI, and legal guru James Mugira who is deputy to Col. Mayombo. Bantariza said he was aware that the ACPB had sat but: �I do not know what they were discussing.
