Cattle To Graze In Park

THE Bundibugyo resident district commissioner, Dr Erasto Gubare, has directed Semliki National Park authorities to allow cattle keepers to graze their animals there with immediate effect.
Gubare, who was speaking at an emergency meeting at Rwebisengo Veterinary Unit recently, warned Uganda Wildlife Authority officials against corruption and harassing cattle keepers.
�Who is more important? The wild animals or the human beings and their source of livelihood?� he asked.
Gubare said President Yoweri Museveni had allowed residents to access Butungama, Rwentuha, Rwenjunza, Mukakogha and Rwenjoza corridors.
Residents said game rangers were corrupt and harassed them whenever they grazed their animals in the park.

What ia s whole PhD or MD or DVM doing as DC when there is reportedly a shortage of skilled manpower in institutions of higher learning?  Does the  control National Parks or is it somone in something like A Min. Natural Resources, etc? Has  there been an evealuated the potential of the spread of cattle diseases to wildlife and vice versa or it just the typical govt. by decree / directive at work??
