The latter is what happened to a grade III teacher here, who was caned for writing a love letter to one of his pupils.
Mr Swali Adaku, a teacher on school practice at Arua Public Primary School, is said to have written the love note to a P7 girl on March 31.
The school headmaster, Mr Nelson Ojaku, said the girl is the daughter of the deputy District Education Officer, Mr Elson Dribiri.
It is Dribiri who administered 15 swishing lashes on Adaku�s buttocks as children cheered.
�That she is my daughter is coincidental,� Dribiri said later. �I was on my routine school tour when I discovered this abominable act which the school authorities were suppressing.�
Adaku admitted before journalists at the school on April 1 that he wrote the letter.
He said the �tender girl� had been admiring him for long.
But the DEO said the �childish love note� underlines the moral decay among teachers and described it as a threat to girl-child education.
�These teachers say they are poorly paid and that the big girls are for their welfare; this is very dangerous,� Dribiri warned.
He said there are several allegations of sexual harassment involving teachers, especially those on school practice.
He said the strokes were meant to embarrass Adaku and deter other teachers from similar conduct.
