Sunset clause, the Kyankwazi proposal in a nutshell. Leave two-term limit alone--but 'bend' the law to accomodate Museveni. In other words, allow Museveni and Museveni alone to try and serve three terms-but leave two-term limit in place.

Let me pick up on your contribution above.
This is exactly what I had in mind too. If the
parties stop behaving as if they are angels, they
could come out with a good deal for the country. I
believe YKM is simply raising the tempo because he
wants to find a way to run again. So he threatens, or
his people threaten to eliminate the two-term limit.
If the parties were good negotiators, obviously, they
are visionless with no credible strategy, they would
have countered with an offer. They would call a Press
conference and respond to the Kyankwanzi option-even
when Kyankwanzi made it explicit: to exempt YKM alone
so that he can run (no guarantee he will win) the
parties had no response.
If the parties really knew what they want (well they
know, but have no clue what the peasants want) they
would have responded to the offer: to let YKM run,
that is to suspend or sunset the constitution
and
proceeded to fine tune the language to make it specifc
to YKM and YKM alone. If he lost the election, that
would be it. If he died that would be it.
Mark you, some day YKM will have to go, so I thought
Kyankwanzi made a reasonable offer to negotiate.
Had the so called big 5 or big plus 2 pressure groups
been good negotiators, Uganda would be nearing a
breakthrough towards a peaceful transition.
Unfortunately, some in the big 7 have too much
personal hatred for YKM and have lost the ball in the
process. All they are saying, YKM must go. Must go!
There is too much intersection between the public and
private among the key actors and that has blurred the
public interests.
If the big 7 had jumped on the Kyankwanzi offer-it
should have been the single issue to hammer out to
ensure the proper and tight legal language and move
on.
Ugandans would be breathing easy in the knowledge
that all is not l
ost in
that if YKM lost the election
or passed away, the next leader irrespective of party
would AUTOMATICALLY be bound by the two-term limit
clause. In other words YKM's defeat or death would
automatically trigger a resumption to the status quo,
that is, the two-tem limit clause.
Why is that not a good way forward? It helps to heal
the country. It even helps the big 7 to strategize how
to defeat YKM in that his defeat would bring back the
two-term limit clause. It is certain that no matter
what, YKM is going to die one day. That is a given.
But the big 7 are gambling irrationally with the
future of our country. They dream (yap it is day
dreaming folks) that this parliament will defeat
YKM's desire. Not a chance in a million.
And listen to this: the anti-sad term crusaders want
voting to be by secret ballot. Why? So that even the
critics d
uring
the day can vote for the permanet
elimination of the two-term limit clause. Mark my
words, the margin of victory will be larger in favour
of eliminating the two-term limit clause under secret
ballot voting than would be the case under physical
voting. Why again? Because the outspoken would then
feel ashamed. Ironically, YKM is opposed to the secret
ballot, while the anti-sad term are pushing for it.
A lot of money is going to change hands and given that our MPs are spoilt, how can they sustain their
expensive lifestyles outside parliament? They need YKM
badly.
They need him to be able to live like big men and
women always beyond their means.
I have wondered whether labor/union leaders would have
done a better job negotiating for the country than the
visionless team from the so called big 7. They have no
clue what negotiations entail. They just demanded,
demanded.
If
they had put a credible alternative on the table,
before the people of Uganda by way of a sunset clause
that lets YKM run as the NRMO candidate, even the
donor community would be on our side. YKM would have
to justify why exempting him to have another run would
not be good enough, but the big 7 have allowed him to
dictate the way forward.
Let me tell you something, forget the show. As of
now MPs from Western Uganda have given the impression
that they are the ones pushing hard or standing up to
YKM, do not buy it. It is a trick to extend western
Ugandan domination /hegemony on Ugandan politics.
All they care about is how to continue dominating the
rest of the country, how to continue stealing public
funds, how to continue dominating government jobs.
But in the usual lack of judgement, the rest is going
around saying, look who is oppoed to YKM, "twatera
embundu". Wrong. you see ho
w all of
a sudden Kategaya,
Muntu and Mushega even Rugunda have been floated as
'credible' alternatives.
This is my position: the MPs from Western Uganda are
hoodwinking the rest but in truth they are actually
out to defend and perpetuate Akazu or western Uganda
domination. That is why they have put the country's
future in one hand: Do you really believe they care
whether YKM runs again in 2006? They are too happy.
Look at Mushega, if he was from Busoga, Buganda or
Teso would he have been recommended to the plum post
of Secreatry General of EAC"
Look at the Supreme Court, 4 westerners , no single
Muganda and who is the latest addition albeit on an
acting capacity, Justice Constance Kategaya Byamugisha
sister to Kategaya and wife to Dr Joseph Byamugisha
(YKM's lawyer). There are more experience women
Justices but she jumped the cue. Why?

correct anymore when
we have tricks at work. Mr Kironde, take it from me,
the Western MPs are just for show-to hoodwink the rest
of us when in reality they are out to defend AKAZU.
And that is why they could not put forward a credible
alternative. Their goal is one, YKM YKM YKM period.
The sooner the rest of the country woke up and smelt
the coffe the better. Notice too who is taking the
extreme position, Western MPs trying to hoodwink the
public. In the end, they will do a Nixon, only him
would have gone to China. So only Western MPs would
have hoodwinked the country.
Mr Kironde am depressed too think that the big 7
cannot see the set up. Let me end with a kisoga saying
here "akusigula takuwasa oba takukwa " (sp). loosely,
translated as , be wary of those who advise you to
abandon your man (and woman). That is what I read in
the machinations of Western MPs and their charade to
hoodwink the rest that
they are
genuinely opposed to
YKM running again. Let the truth be said, they are
hoping mad because YKM seems to want to rule without
passing the touch to the Besigyes, Kategayas, Muntus,
Mbabazis, Rugundas, Mushegas. they should emulate the
republicans who apparently sort out things in advance
as their turn will be next. The rest of the country
has been fooled by the internal differences in the
Akazu. Buy into it and "mugenda kifuwa nga mukizza
munda". Save this one folks.
I have been debating whether to spill the beans and I
thought now is the time.
Wake up and the parties should be very wary about
this PAF0 outfit. It is a vehicle to advance hegemony
in the country. I will not be surprised if it is
funded by the NRMO to divide the 'real' parties. I
know there members here who represent DP and UPC, well
you have it. Wake up people and think. PAFO and NRMO
are
working
towards the same goal: to ensure that
AKAZU members succeed themselves period. As they shall
say "mujinga anawumia".
