GULU deputy resident district commissioner (RDC) James Oyoo has advised Joseph Kony 
and his Lord's Resistance Army (LRA) rebels to surrender in order to show their 
commitment to ending the northern war, reports Dennis Ojwee.

In an interview recently, Oyoo told Kony and his army to come out and talk peace with 
the government instead of asking for peace talks when still in hiding.

  
He asked him to stop killing citizens and to take advantage of the Amnesty Law.

Oyoo said president Yoweri Museveni was willing to talk peace with the LRA but they 
had not shown interest in ending the 17-years war.

He said it was a tradition among the LRA to buy time by claiming that they wanted 
peace talks whenever the UPDF pressurised them heavily.

Oyoo appealed to the LRA junior commanders to stop being loyal to their seniors.

He said the State would grant them amnesty because it was aware that they did not join 
the rebels willingly.
