Disarmament in Karamoja has failed because of arms trafficking from Sudan and Kenya.
According to a recent report by the Netherlands Development Organisation, security in
Karamoja has deteriorated and development has been undermined by the civil strife.
The report said the disarmament programme was haphazardly implemented and much of what
the Government promised was never delivered.

It said those who were disarmed were constantly raided by those who resisted
disarmament which forced many to re-arm themselves.
It added that the Government failed to protect them from raids by armed pastoralists
from Kenya and Sudan.
