ARUU County MP Odonga Otto yesterday said he talked to Joseph Kony's second-in-command Vincent Otti on telephone last Friday, reports Milton Olupot.

 

Otto said the rebel leader reiterated their demand that the internally displaced people's camps be disbanded immediately.

 

 

He said Otti asked him to inform his colleagues in Parliament and the Government to stop recruiting frontier guards in the region.

 

Otti reportedly threatened tough action if the people did not get out of the camps and return to their homes.

 

Otto said he received the call at about 8:30pm and spoke with the rebel leader who kept on alternating phones till 9:15pm.

 

"He warned that staying in camps would result into massive death," Otto said.

 

Otto who returned from his constituency over the weekend said he had reported the case to the Internal Security Organisation.

 

Efforts to talk to security officials were, however, futile.

 

The UPDF recently stepped up its vigilance on the camps where thousands of displaced people are settled.

 

A number of attacks on camps were repulsed in the last weeks.

 

The rebel leader also reportedly said they were not comfortable with the gazetting of areas for peace talks and also refused the idea of holding peace talks out of Uganda.
