Joseph Kony's second-in-command Vincent Otti on telephone last Friday, reports
Milton Olupot. Otto said the rebel leader reiterated their demand
that the internally displaced people's camps be disbanded immediately. He said Otti asked him to inform his colleagues in
Parliament and the Government to stop recruiting frontier guards in the region. Otti reportedly threatened tough action if the people
did not get out of the camps and return to their homes. Otto said he received the call at about "He warned that staying in camps would result

weekend said he had reported the case to the Internal Security Organisation. Efforts to talk to security officials were, however,
