Resist third term, Sabiiti tells students

KAMPALA â The MP for Rukiga County, Mr Jack Sabiti, has asked the Bakiga students to 
resist attempts to manipulate the Constitution to give President Yoweri Museveni a 
third term.

He said immense sacrifices were made in the 1980-86 liberation war for causes, which 
appear lost. Sabiti was addressing students at the swearing in of a new executive of 
the Bakiga Students Association at Makerere University on Monday.

He said many people who participated in the liberation war, thinking they had finally 
brought constitutionalism to Uganda. He said they would not stomach seeing Museveni 
"suddenly get consumed by political excitement" which he argued was inspiring his 
ambition to cling to power.

"What makes him think that if he manipulates the constitution, we who sacrificed a lot 
in 1980 wont say you will not sit in that office? What makes him think that the youth 
wont say enough is enough?" he asked.

Sabiti, also a member of Pafo, a pressure group opposed to Museveni's third term, 
declared the Movement Government as the most corrupt regime Uganda has ever had. 

He argued that in the last few years the Auditor General who had the authority to 
sanction every spending by the government, had reported to parliament over Sh108 
billion drawn from the consolidated fund without his knowledge. He is the vice 
chairman of the Public Accounts committee. 

He said the Sebutinde commission, which investigated the scandal, recommended that 
culprits be prosecuted under the Prevention of Corruption Act in 1970. Cabinet 
subsequently wrote a white paper endorsing the findings but nothing had been done.
