The governments of Uganda Rwanda and DR Congo are trying to resolve a diplomatic 
impasse between them.

Foreign ministry officials from the three countries are reportedly to hold a meeting - 
early July - in Kinshasa. High on the agenda will be the tension between DR Congo and 
Rwanda. "We are proposing a meeting in Kinshasa soon as a follow up to that in 
Washington," said the Foreign Affairs permanent secretary, Mr Julius Onen, on Friday.

  
DR Congo Foreign Minister, Antoine Ghonda confirmed to Sunday Monitor, Friday, that 
the diplomatic efforts were in gear. "We are working together to see that a meeting 
between officials from the three countries takes place here in Kinshasa to resolve all 
these problems," Ghonda said on telephone from Kinshasha.

He added, the date would be decided by another high-level meeting that took place 
yesterday between Rwanda's President Paul Kagame and his DR Congo counterpart Joseph 
Kabila in Abuja Nigeria.

An estimated 31,000 Congolese have fled to Burundi since an insurgency, led by 
dissident Gen. Laurent Nkunda and Col. Jules Mutebusi, erupted in late May in the 
north-eastern Congolese town of Bukavu.

The rebels briefly held the town of Bukavu, early June. Another 3,000 refugees escaped 
to Rwanda, but that country largely closed its borders.

Ghonda also said the agenda would also include further negotiations over an out of 
court agreement in the International Court of Justice. In November 2003, Presidents 
Yoweri Museveni and Kabila agreed on an out-of-court agreement in a case filed by the 
DRC - accusing Uganda of violating its territorial integrity, in the International 
Court of Justice.
