CMI Chief Mayombo |
By Julius Mucunguzi
THE National Security Committee has recommended that colonels Noble Mayombo and Elly Kayanja be dropped from their positions as the heads of the Chieftaincy of Military Intelligence (CMI) and Internal Security Organisation respectively.
The two and other senior military officers have been sent for a Senior Command Staff training course, which starts in Jinja on July 25.
Senior security sources on Friday said the move to send the two army officers to study is in line with several recommendations by the National Security Committee that the spy chiefs bickering had reached unbearable levels, and was compromising the effective operation of the CMI and ISO.
Earlier reports quoting army spokesman Maj. Shaban Bantariza last week said since the two spy chiefs had substantive deputies, they would retain their jobs and return to them after completing the one-year course.
But fresh information indicates otherwise. Th
e source
said the National Security Committee recommended that if the quality of intelligence is to be improved, Mayombo and Kayanja had to leave the two institutions.
The plan is to first let the two cool down and resolve their differences, and thereafter, it is hoped that the commander in chief will find their replacements, a senior security official said.
The source said there are plans to have the two sent for further training soon after completing the course in Jinja.
The training programme came as a very good opportunity to fizzle out the two in a more subtle and diplomatic manner, said the source. The president has been very concerned.
The source said the other senior army officers are being sent to Jinja because they had not taken any senior military course in a long time.
The National Security Committee consists of the ministers of Defence, Internal Affairs, State Minister for Security, the Inspector General of Police, Commission
er
General of Prisons, the heads of ESO, ISO, CMI and other security agencies. Its role is to ensure that the president receives and acts on credible intelligence.
