KAMPALA - President Yoweri Museveni never promised Baganda a federal system of governance during the bush war, his advisor on Political Affairs, Ms Gertrude Njuba, has said. Njuba was Museveni�s principal aide during the war. She said in an interview last Tuesday that throughout 1981-86, no group of Baganda asked Museveni for federo. Ms Njuba was reacting to current claims made by some pro-federo advocates accusing Museveni of having reneged on his promises to Baganda about a federal system of governance. Pro-federo Baganda held a demonstration on Friday at Bulange, the seat of Buganda Kingdom, to �mourn� government�s delay to grant Buganda a federal status. �I recall that when Baganda met Museveni in the bush, the first thing they asked him was that they wanted their Kabaka back. �The second request Baganda always made was that if he took over power, he should not return multiparty politics. Not at any one time did I hear any Muganda talk about federo,� she said. Ms Njuba, who separated with Mr Sam Njuba, an opposition politician, said she recalls that on all occasions, Museveni insisted that he had no powers to impose anything on Ugandans. He promised that he was fighting to establish an enabling environment where everyone would be able to present their views to all Ugandans. �He told Baganda that if the war was over and he was in government, he would encourage them to table their request before all Ugandans,� she said. |
