Are there rules for firearms� use?

I refer to the story about the thief who was gunned down last week for grabbing a lady�s gold earrings. Perhaps some people in Kampala are glad that at least one mugger has been put away forever. But the story raised serious concerns.

The thief rips off a woman driver�s gold earrings. Her male companion dashes out of the car and gives chase, shouting to the thief to stop. When the thief does not stop, the man in civilian clothes shoots at him in the shoulder blade. Presumably the thief fell down, wounded. The fellow who had fired the shot recovers the earring and proceeds to pump two more bullets into his thigh and chest.

He casually walks into the car and they speed off and report the incident to Central Police Station. The police confirm this although they decline to disclose the identity of the woman and her male passenger saying thieves might avenge. Several questions arise: why didn�t the armed passenger shoot the thief in the leg? After recovering the earrings, why did he shoot the man twice in the thigh and chest? It is not as if he was acting in self-defence.

Are there any rules for the use of the firearms?
