DARFUR: FEDERALISM AND MAYBE OIL TOO?

Aside from enthusiasm of Secretary General of the United Nations, Kofi Annan who is confident that the Sudanese government will accept the United Nations resolution, the situation in Darfur remains extremely confusing. The Internal Affairs Minister of Karthoum, al Zahawi Ibrahim Malek, has told the Qatar based satellite television �Al Jazeera� that authorities are ready to discuss economic and political arrangements during a series of talks with the population of the western Darfur region of Sudan. The area is torn by clashes between local rebels and soldiers that have caused a serious humanitarian crisis, internally displacing over one million and causing thousands to flee to bordering Chad. The Minister has spoken of Karthoum�s availability in applying a sort of �federalism� in Darfur, which is already existent for other areas of Sudan. The cabinet representative also said that the government is preparing a squad of 12.000 police (yesterday they said 5.000) to be deployed in Darfur for four months. Last Friday, the United Nations Security Council approved a resolution giving 30 days time to Sudanese officials to disarm the �Janjaweed� militias, a group accused of atrocities against the non Arab population of Darfur. The Islamic government of President Omar Hassan al-Bashir has said that favourable conditions for the return of some IDP have been met. This statement has been countered by Annann�s special envoy, Francis Deng, who said to have found �the situation of insecurity and of human rights violations to be persistent�, while expressing concern for the IDP (Internally Displaced Persons) after spending one week in the region on a mission. Other observers have called attention to the potential oil industry in the Darfur region as a possible pre-existing cause not only of the local conflict, but also of the interest and hasty diplomatic interventions and the persistent pressure on the Karthoum government, which have taken place over the last few weeks [CO]
