KAMPALA - The State Minister for Luweero Triangle, Prof. Semakula Kiwanuka, has accused Baganda federalists of threatening to kill him and his family.
�I am receiving death threats from unknown federal agitators, threatening my life for allegedly not supporting Buganda demands including federo. They have threatened to send me killers,� Kiwanuka told The Monitor during an impromptu visit to the paper�s editorial offices on Thursday night.
UNDER FEAR: SemakulaBuganda officials have named Prime Minister, Prof. Apollo Nsibambi, and Kiwanuka as key players in the failed federo talks. Kiwanuka said those threatening him claim he is an enemy of Buganda and that he had not helped the kingdom to get back its property (ebyaffe).
Kiwanuka said he has been at the forefront of negotiating for Buganda. He said some of the things he successfully negotiated included securing money for Twekobe, convincing the government to allow the Kabaka to nominate five people on the Lukiiko, make Kampala have permanent boundaries and Mengo to acquire municipality status.
�It is therefore wrong to allege that I influenced President Museveni not to offer any concession on Buganda�s demands. I do not believe that the strategy of a frontal attack is a winning strategy. It makes it difficult for Baganda to market the Mengo position to Parliament and the rest of Uganda,� he Kiwanuka said.
Quoting his recent message to the Katikkiro, Mr. Joseph Ssemogerere, the Minister said Buganda had lost a decade of development because of their political orientation. He said in matters of Buganda, he did not believe the adversarial approach was the best.
Kiwanuka also criticised Mengo for declining to take the proposed offer by the central government to devolve seven ministries with all expenses paid by the government.
He said he convinced the President to devolve some functions of the central government ministries to the regional tier in Mengo, an offer Mengo rejected.
On Thursday, Buganda Attorney General, Mr. John Katende singled out Prof. Kiwanuka as the person who talked negatively against Buganda throughout the negotiations.
Katende, the chairman of Buganda Constitution Review Commission was briefing Lukiiko members; cabinet ministers; clan leaders about the progress of the talks over federo with the government team led by President Yoweri Museveni.
Prime Minister Apollo Nsibambi was in a meeting when contacted.
Katende said Ministers; Ms Janat Mukwaya, Captain Francis Babu; Mr Kintu Musoke; and Mr. Tim Lwanga. �Our talks with the President over federo have yielded nothing of substance yet. But I want you to peruse the list of the people on the other side,� the Kingdom�s Katende told the Lukiiko.�Prof Ssemakula Kiwanuka was the most talkative person during the entire process. I want you to look at this critically and know who contributed what during the talks. The President would agree on point at one time, but after consulting, he would change his position, Katende said.
