MENGO - Catholic bishops have supported Buganda�s federo demands, saying genuine federalism can�t operate with two councils (nkiiko). Over 12 bishops headed by the Archbishop of Kampala, Emmanuel Cardinal Wamala made the resolution yesterday in a meeting with Katikkiro Joseph Ssemwogerere. �How can we have two councils at Mengo? Even Kabaka cannot hand over Ddamula (Instrument of power) to an elected Katikkiro,� Wamala said. He said the two councils would bring confusion in Buganda and distort its culture since an elected Katikkiro may not necessarily be a Muganda and without a clear connection with the Kabaka. The visibly depressed bishops promised to work as Buganda�s advocates in their respective regions through sensitising the public on federo among other issues. Mengo and government had been engaged in a series of negotiations, which ended in disagreement after Kabaka Ronald Mutebi and President Yoweri Museveni failed to reach a consensus. The government proposed that Mengo gets two councils; an administrative one headed by the Katikkiro and a cultural one appointed by Kabaka but Mengo rejected the proposal. The head of the Catholic Church however asked to explore dialogue in case any chance arises. Katikkiro Ssemwogerere, called for collective response towards federal sensitisation and to ensure the country gets good leadership. He said everybody should ensure Uganda gets a leader who respects democracy. The Catholic church delegation included bishops, Joseph Mukwaya, John Kaggwa and Cyprian Lwanga. |
