Museveni provoking crisis - Kiggundu

MENGO — The Cabinet proposal that Parliament should have powers to remove cultural or traditional leaders who violate the Constitution is a provocation intended to create a crisis, Dr. Sulaiman Kiggundu has said.

“It appears that the President is seeking an excuse over which he can attack and remove the Kabaka and the government in Mengo,” Kiggundu who is the chairman of the Buganda Forum said yesterday.

The Forum is a pressure group whose main objective is to sensitise people about the federal system of governance. The former Governor of the Bank of Uganda, Dr. Kiggundu chairs the Forum.

Presenting the Cabinet proposal on the report of the Constitutional Review Commission to Parliament on Tuesday, Justice and Constitutional Affairs minister Ms. Janat Mukwaya said: “The traditional or cultural leader is subject to the Constitution and if he violates the Constitution, he will be removed from office by Parliament.”

“This is a provocation intended to create a crisis,” Kiggundu said soon after the aborted meeting with the Katikkiro of Buganda, Mr. Joseph Mulwanyamuli Ssemwogerere.

The Forum with membership from all the counties in Buganda failed to meet the Katikkiro to whom they were supposed to present a statement from the Forum on federo. The Katikkiro didn’t show up. He instead sent his Minister for Youth, Mr Kabuza Mukasa.

Ms. Betty Kamya and Joyce Nabbosa Sebugwawo both of the Forum for Democratic Change (FDC), Mr. Kamala Kanamwanje, Mr. Lutaya Mukomazi, former Buganda minister Mr. Sewava Serubiri were among people who accompanied Kiggundu.

“It is just like in 1966 when Obote created a crisis because he had lost support of his own party and feared that UPC would remove him from Party president.
