KAMPALA - Buganda elders (Bataka) are to meet on Tuesday to mete out punishment to Minister Janat Balunzi Mukwaya for allegedly ridiculing the Kabaka. Expulsion from her Nyonyi (egret) clan could be part of the punishment. The Justice and onstitutional Affairs minister is accused of spearheading government�s unpopular proposal that the Kabaka and other traditional leaders be deposed by Parliament. The proposal is contained in cabinet�s White Paper, currently under debate in the August House. The kingdom�s chairman for Bataka Council, Mr James Mbaziira, said it�s culturally unacceptable for any Muganda to read any statement that demeans the Kabaka and which subjects him to threats. He said Mukwaya, who belongs to the Nyonyi clan in Ssemanda�s lineage of Bungonyo, has made history by turning against her king. �This has never happened before. I have invited clan heads and Bataka to decide on Mukwaya�s controversial statements,� he told Sunday Monitor Friday. He explained that some Baganda are suggesting that she be expelled from her clan. Mukwaya is a daughter of Mr Makanga of Buzu village, Kiyoola parish, Nakisunga sub county, Kyagwe County in Mikono district. Mukwaya on Monday, while reading the white paper, said traditional leaders who had hitherto been above the law should be brought into check. Some cabinet ministers have however, distanced themselves from this position, arguing that it was neither discussed in cabinet nor contained in the Constitutional Review Commission report. Mukwaya on Thursday lashed out at the ministers for disowning the cabinet proposal and challenged them to resign. |
