What started off like victimizing UPC and making it a crime to say anything in support of this traditional Ugandan Party has now been expanded to include "arresting anybody who says anything against Museveni". FM stations warned not to abuse Museveni

ANY person who abuses President Yoweri Museveni on FM radio stations and the print media will be charged.

The Kampala district security council has directed the Police to effect the resolution, which was passed on Friday in a meeting chaired by resident district commissioner Stanley Kinyatta.

�People have been using the FM radio stations through call-in programmes and ebimeeza (outdoor radio talkshows) to abuse the President. We shall not allow this to continue. In Kenya or Rwanda, you cannot abuse the President the way people do it here in the guise of freedom of speech,� Edward Ssekabanja, Makindye deputy resident district commissioner, said.

Ssekabanja, a member of the Kampala district security council, said the resolution took effect yesterday. He directed the Police to ensure that the resolution was implemented.

The Broadcasting Council will also monitor FM radio stations to make sure that the arrangement is not breached.

�In a meeting we held at the RDC�s office, Police said it would not arrest anyone prior to the resolution because they had no regulation to follow.

Now that they are aware of this new arrangement, action is to be taken,� Ssekabanja said over the weekend.

He, however, said constructive criticism on corruption and misuse of government resources was not restricted. Ssekabanja said people who abuse other opposition leaders would also be charged.

Ssekabanja said this would save the President and other leaders unnecessary criticism and ridicule.

Others who attended the meeting were the Broadcasting Council chairperson, Patrick Mutabazi, Kampala regional Police commander Benson Oyo Nyeko and district Police commanders.
