Carrot and stick
This seems to be the last opportunity to realise peace in Northern Uganda. "Kony" rebels having realised their extiction was coming near, extended peace overtures, which "Kony" himself is against. Various fighting groups are now talking peace with government while the rest are killing civilians which is not a good sign for peace. The government should continue to woo those peace lovers out the bush through talks while those factions opposed to peace talks should be hit hard whether those groups are in Sudan or Uganda. Its now clear that the current groups talking peace with govt will never rejoin "Kony" because he will simply butcher them for disobeying his orders. Kony has in the past used such ceasefires to regroup , rearm and reorganise a d then later balk out. The govt should try all possible means and even solicit for support from the international community to make sure the returnees are treated in t he most decent manner for the sake of peace and alienating Kony the man himself. My observation is that as long as Kony is still alive there will never be peace in Nothern Uganda. He is the only obstacle as Savimbi was to Angola.
