Let me ask � Uganda has had for the last 18 years popularly elected peoples member that is not a small fit.
Then how come that Uganda virtually not single constituency has any presentable form of physical or society transformation i.e. in form of material wealthy like buildings, roads, or peoples homesteads? Why has stalled both governmental and population efforts yet Uganda most probably is the only country in African that received more than a billion dollars in form grants, donation, presents and loans? In Kampala there�re about 10 buildings that have come up and it is only about 5 of them that have real architectural value. That is not an impressive achievement of the so called 18 years since such building were actually only completed. How can this question be answered? I can compare the development to a place where I stay - with tens of building that have been complete in a period of 9 years including a complete univeristy!
