The fact is that even the UPDF has cups and gumboots...who is to say the NRM/A did not plant this Items in West Nile in order to justify the exist of "rebels' In West Nile. The next step is now to intern people in Camps, ( as was done in Acholi) before Museveni launchs his wars in West Nile!!!!

Security operatives have recovered 600 cups and 780 plates from suspected Peoples' Redemption Army (PRA) in the West Nile region.
The District Secretary for Security, Mr Francis Draga, said this on Wednesday while presenting a statement on the state of security in the district during a council session at Arua Social Centre.
He said when the first lot of suspects were arrested, there were rumours that it was a government creation aimed at wining international favour, but that the rumour was dispelled after more was obtained from the suspects.
"When 600 cups, 39 gumboots and 17 bags of beans were found, people believed that there were rebels. The suspects confessed that they had so far bought 400 guns out of which security operatives had recovered only about 200," Draga said.

He said the suspects confessed that West Nile was meant to be used as a battleground and that the guns were bought from the DR Congo and southern Sudan.
He warned the people of West Nile against associating with strangers who claim to be cattle keepers, saying they could be rebel agents. Security sources say the cups and plates were found at Nyaroabout, 20 kms inside DR Congo.
