I get the message  loud and clear, but the important -- who are not exactly world reknowned to be quick studies to begin with --  are deaf.
 
As Mw. Semivule found out, it'd take divine intervention (aka miracle) to get pigs to fly, however important the pigs might fancy themselves to be ...  To compound matters, some pigs are rowdy too.
 
Do you recall the episode when the Late Field Marshall Idi Amin Dada, VSOP, etc had his son, one Taban Amin, "admitted" to MUK? Never mind that full extent of the admission to the hill mounted to finding accomodation for the young man in one of the hall of residence, Mitchell Hall as I recall. Not satisfied with this elevation, a Resident Tutor had to be kicked out of his digs to make way for Mr. T. One day Mr. T. went on a rampage in Wandegeya and promptly "arrested" some poor woman whose offence was to operate a "Kitanda" Bar.  About midnight, Mr. T. had the hapless woman carry a a case of beer on her head all the way from Wandegeya to Mr. T's residence on the hill. I heard she had to spend the night too.
 
Anyhow, I did look at New Visions posting of the best students at O-Level 2004 results by District by School. What I found was not too encouraging. If these results are any indication, most districts are still in dire straights, with respect to education -- inspite of the unbroken 20 years of rule of the clear headed Movement 
 
Example, the best 5 students in Bundibugyo could only muster an  aggregate  range of  27 - 31, 
Kalangala & Katakwi 28 - 33,
Nakapiripirit             30 - 42
 
The table below gives the number of students who  scored aggregate 8, 9, & 10 by district by school. I'd have like to continue it up to aggregate 16 but it got to be unwieldly.
Curiously, I was unable to find the website for Min. Educ., which I'd have hoped would post detailed results for each school within each district. Or, faling that , a summary for each school.  Anybody know when this ministry plans on joining the information age?

Once upon a time Buddo and St. Mary's Kisubi were among the Top Guns too.  Me thinketh that newly monied politicos are getting getting their not terribly outstanding  offspring to our once top-flight  schools.
 
The result can hardly surprise anyone. We are drowning in a sea of mediocrity, instead of witnessing stellar performance we once took for granted, thanks to the monolithic Movement in which merit has no place ... So much for UPE. In the sceptic tank that Uganda's educational system has become, incompetence never fails to raise to the top. Time for a change!

The headmaster of Buddo,  Mr GW semivule, has stated " The Budo of my schooldays was a school for important children.  Somehow, it was changed into school for the children of the important.  We will change it back"
