Muntu, Pulkol face arrest

KUMI � The Resident District Commissioner, Mr Charles Mubiru, has said he will arrest Maj. Gen. Mugisha Muntu and Mr David Pulkol for holding clandestine meetings in the eastern region. Muntu and Pulkol are members of the opposition Forum for Democratic Change (FDC).
�Muntu and Pulkol have secretly continued conducting party activities in Kumi without notifying the authorities. I will arrest them,� Mubiru said on Wednesday.
He was speaking during the 19th NRM victory anniversary celebrations at Boma Grounds in Kumi. Mugisha is a former army commander while Pulkol is a former director of External Security Organisation.
�Let them come and seek permission from the police as required by the law. We shall give them security. We do not want incidents like where the opposition members have been harassed and the blame turns to the government,� Mubiru said. He said if Muntu and Pu
lkol
cannot follow the right procedure, they should leave Kumi. �I will not tolerate illegal meetings,� he said.
Muntu heads the FDC voter recruitment exercise mainly in Kampala and has been out mobilising supporters in the countryside. In Teso earlier this month, Muntu urged the people to start fighting election rigging as the country heads for the 2006 general elections. He addressed several rallies in Kasilo County in Teso about the Cabinet White Paper on the constitutional review process.
He also attended a fundraising for construction of Sinai Church of Uganda�s worship centre at Kadungulu sub-county. He was taken to Kasilo by the county MP, Mr Elijah Okupa. Last week the army blocked Muntu from proceeding to Lira for another fundraising. Pulkol told The Monitor by telephone yesterday that he had not been in Kumi for a long time.
�The RDC is not in touch with the people and has no intelligence on the ground. He is incapable of leading any
district
in the country,� Pulkol said. He, however, said FDC is a registered political party with a right to consult people in any part of the country.
He said 2006, will not be a time to hand over Uganda to tyrannical and corrupt self-seeking leaders like those in the NRM. �2006 is the time to give power to the people and get government to the side of the people,� Pulkol said.
Contacted for comment, Muntu said he was in Teso region a month ago, adding that the threats from the RDC were meant to intimidate the public. |
