State House clarifies on chopper report

KAMPALA - State House yesterday refuted reports that President Yoweri Museveni's helicopter overhaul would cost $5 million (about Shs8.7 billon).
The State House Comptroller, Mr Richard Muhinda, also denied that the president borrowed Tanzanian President Mr Benjamin Mkapa's Folker 50 to fly him to Gulu with the Sudanese Vice President-designate, Dr John Garang.

"Allegations that Museveni borrows Mkapa's plane is farfetched and irritating. I chattered a plane for the trip," Muhinda said in a statement yesterday.
He said Museveni's Gulfstream IV SP was in the USA for annual inspection and servicing and the helicopter "as you (The Monitor) rightly pointed out is out of the country for overhaul."
He said the helicopter would be repaired at a cost of $1.47 million.

"For expenditure under my vote, I am obliged under the constitution to account to Parliament. For this reason, I will not go full length to correct the erroneous impression created," he added.

The Sunday Monitor reported on January 30, that Museveni's M-18 military helicopter was flown out of the Airbase at Entebbe in an Antonov plane to Belarus for major repairs.

The chopper had been grounded at Entebbe for some time after clocking the maximum flying hours. The reports indicated that the chopper is to undergo major repairs, which include stripping the body, airframe and overhauling the engine.
