�Mengo agreement is for all kingdoms�

KAMPALA - The chairman of the Cabinet Negotiating Committee on regional government, Mr. Amama Mbabazi has said that the agreement reached is not for Buganda alone but for the whole country.

Mbabazi who is also the Minister for Defence said, �Whereas it is true that government has had extensive interaction with the Buganda Lukiiko representatives on the question of regional government, it was not about regional government for Buganda alone but for the whole country.�

�Indeed consultations were not only with Mengo but also with many other stakeholders, among these representatives of Bunyoro Kitara, Tooro, Busoga, etc,� he added.

Mbabazi said whereas it is true that the government, Mengo and other stakeholders have reached agreement on all relevant issues, the media did not report the true position of the proposed regional governments.
He said the government would today announce the full and agreed position on all issues relating to regional government.

Justice and Constitutional Affairs minister / Attorney General, Dr. Kiddu Makubuya also said that the central government and Mengo are both winners.
Addressing Christians during a fundraising gala for expansion of the Luweero Cathedral yesterday, Makubuya said today or tomorrow, the government would come out with the details of the agreement.

At the same time, the Katikkiro and the Attorney General of Buganda, Mr. Joseph Ssemwogerere and Mr. John Katende respectively today briefs the Lukiiko on the outcome of the federo talks between Mengo and the central government.
The meeting follows one on Saturday at Banda Palace where the two officials briefed Kabaka Ronald Muwenda Mutebi and the Bataka (elders) on the agreement reached between the Kingdom and government.

The meeting in Bulange will commence at 10.00 am and will be presided over by the Speaker Muhabab Semakalu. Katikkiro Ssemwogerere and Attorney General Katende will then brief the members.

During Saturday�s meeting at Banda Palace, Baganda elders expressed discontent with the agreed procedure for electing the Katikkiro by universal adult suffrage. Katende however reportedly assured the elders that a cultural committee had been established to vet people to contest for the post.

The Mengo team agreed to have the majority members of the Lukiiko elected by universal adult suffrage.
