The fact of the matter is that The regime , the dictatorship in Kampala armed the so called Karamojong cattle raiders. Th emotive was simply , Armed Karamojong were used to achieve two main goals a) disorganised the Iteso and steal their cattle for export by the dictatorship to Western Uganda and to Libya..and in exchange the Ugandan Military dictatorship would import weapons and guns from Quadafi..some of the weapons would again be distributed to the Karamojong so called " warriors and the circle continues.
b) Museveni believes in divide and rule tactics ( in ancient times practiced in Uganda by British Colonialist). The idea here is to divide the Iteso visa vis the Karamjong ....split them apart..preventing them to recognise their joint poverty, disease, illiteracy..which perhaps would lead them to unite against the one who is causing their misery ( ie. dictatorship. Museveni )
In the meantime Museveni would continue to rule Ugandans by Force. The trick, if you wnat to call it that, has worked... Museveni has now been in power for 20 years.. all throughout this 20 years the people of Teso have been suffering so have the people of Karamoja.
many Karamojongs and Iteso are languishing in camps. were every single day women and children die by the hundreds from Preventable disease like Cholera, Kwasahakwo, Baribari, whooping chough, Malaria e.t.c many of our fellow citizens in Teso and Karamoja..could not even decipher Museven's Tricks.
The few elite Teso and Karamojong leaders were pretty much hoodwinked, and turned into NRM sycophants.
Indeed some like Puikol have now een rendered useless. Realeasing this fact, Museveni decided to dump Ex-NRM sycophant Pukol. And now lately the man is busy making noise somewhere in Kampala. That is how guillable we Ugandans have been!!! Let Museveni finish those karamojong..let them be shot on sight ..as the man said. the man , Kaguta , once pointed out that if you are stupid you will be taken into slavery!!!!

Karimojong use the guns mostly for cattle rustling and to intimidate neighbouring communities in order to access pasture.

Cattle rustling and gun-related violence have since brought problems like revenge killings, creation of 58 internally displaced peoples' camps (IDP) in the districts of Kapchorwa and Katakwi for about 90,000 people. Karamoja comprises Moroto, Nakapiripirit and Kotido districts and has a population of 920,498 people, but the majority have been armed for a long time.

KotidoThe UPDF will shoot on spot any warrior found in possession of illegal gun(s) within or outside Karamoja, Lt. Col. Geoffrey Kakama, has said.
The 405 Brigade commander issued the order last week. The brigade is based in Kotido and charged with disarming the Karimojong warriors and is under the 3rd division. "The UPDF will shoot on sight any adamant warrior," he warned.
"I have ordered my 'green boys' to shoot on sight to get rid of this problem of ambushing vehicles and cattle rustling in the region once and for all," Kakama said in Kotido barracks during the 6th of February celebrations.
He said any warrior, who is fortunate to be arrested and found with illegal guns would be court martialled on charges of illegal possession of firearms.
He advised residents to hand over guns voluntarily under the disarmament process to ensure peace prevails in the region.
The brigade spokesman, Lt Deo Akiiki Asiimwe, said 416 guns were recovered in the last three months in Kotido. He said arms were recovered under the voluntary scheme aimed at withdrawing illegal guns from the Karimojong warriors.
"Most warriors voluntarily surrendered their guns to the local council officials and chiefs," Asiimwe said. He said warriors, especially from Jie and Dodoth counties, responded positively.
Asiimwe commended local chiefs for the sensitisation and mobilisation efforts in the recovery of the guns. The guns were paraded during the celebrations.
