Ruhakana Rugunda so called "youth rehabilitation programme" is bogus
Indeed how can the "government" which Rugunda represents, initiate a genunine rehabilitation programme in Northern Uganda..while there is an on going war in Northern Uganda?
Mr. Rugunda first needs to bring about peace in Northern Uganda. Citizens who are currently living in Museveni's camps must be sent home to live peacefully in their villages .. then and only then can one talk of "youth rehabilitation Programmes. Otherwise Rugunda's move is nothing other then a political ploy! ..a fake..perhaps intended to hoodwink Museveni "donor nations" to pour in more money into a failed initiative.
Rugunda claims that NRM military dictatorship is quote " committed to spedy peaceful end of conflict in the Northern Uganda."
Ugandans and Members of the International Community find it rather difficult to believe Mr. Rugunda's assertion. Time and time again through Museveni's pronoucements , the NRM dictatorship has vowed to crash "kony" militarily...and for 19 years Museveni has been fighting wars against" KONY" with resulting terrible repercursions on our fellow citizens.

GULU - The Minister of Internal Affairs, Dr Ruhakana Rugunda, has said the government has put in place a youth rehabilitation programme to enable formerly abducted children return to school. He said the programme is being implemented in the 18 districts of northern Uganda. Rugunda was attending celebrations to mark the 10th anniversary of the World Vision Children of War Rehabilitation Centre at Kaunda Grounds in Gulu over the weekend. He said the government was committed to ending the conflict in northern Uganda. "The President is committed to a speedy and peaceful end to the conflict in the north," Rugunda said. "Time is not on the side of the rebels. The sooner they come out the better, they should grab this opportunity," Rugunda said. The Chairman of the Advisory Board of World Vision, Mr Richard Obua, said the Lord's Resistance Army rebels have abducted 30,000 children since they started fighting President Museveni's government 19 years ago.
He said according to studies by the World Vision, the government spends $1.2 million per year on the war in the north. The Gulu Deputy RDC, 2nd Lt. James Oyo, said not all children who come back from LRA captivity pass through the World Vision. "Other children who have been rescued by the army have passed through Gulu Support the Children Organisation (Gusco) and Sister Rachelle Centre in Lira," Oyo said. World Vision used the occasion to appeal to the LRA to release all children under their captivity. "We appeal to the LRA, to stop abductions and killings of children and their communities. We appeal to the LRA to unconditionally release the children under abduction. We appeal to the LRA to continue the process of peace and dialogue," said Richard Obua. In the 11months since Refugees International last visited northern Uganda, the humanitarian crisis in the country has worsened. The number of Internally Displaced Persons (IDPs) is a staggering 1.1 million. |
