Ban Youth Brigades, Parties Told

Canon Grace Kaiso, National Coordinator for Democracy Monitoring Group (DemGroup), has advised political parties to ban youth brigades to spare the country from political violence. This was contained in a press statement he issued on Tuesday.

"All political parties and organisations must disband political youth brigades and desist from taking security matters into their hands because it is counter productive," said Kaiso. Kaiso who is also the Secretary General of the Uganda Joint Christian Council blamed the Parliament for failing to finalise discussions on the elections violence report of 2001/02. He said Parliament should revive discussion on the report and prosecute persons implicated in it.

Kaiso said the police should create a sense of confidence in the public that they have the capacity to provide security for all people irrespective of their political affiliations. "The police should be re-oriented towards functioning in a multiparty environment," he said.

He urged the government to create a favorable environment for all political groups competing for power. "We recommended that all institutions mandated to implement electoral laws must ensure that the governing legislation be equally applied without fear or favour to all political parties and candidates,"said Kaiso.
