Rabwoni Warns of 'Storm'

EXILED former youth chief of the Reform Agenda, Maj. Okwir Rabwoni, has warned of the "impending storm" regarding Uganda's political transition and 2006 presidential elections.

Writing in Africa Analysis, a fortnightly bulletin of financial and political news published in London, he said, "The politics of bribery and intimidation has led to apathy on the one hand and on the other, sinister plans to embark on an armed struggle, if Museveni refuses to step down form the presidency in 2006."

He said under President Yoweri Museveni's leadership, Uganda had failed to create an environment conducive for democracy, development and political transparency, and warned of the consequences.

"With the failure of one of Africa's once most progressive governments to build viable systems, institutions and instruments of good governance, the storm clouds seem to be gathering. This does not augur well for a country that has undergone so much suffering," he wrote.

In the article titled "The impending storm and the state of political transition in Uganda," Rabwoni wrote that given its volatile and political history, Uganda had undergone a difficult and delicate constitution-making process over the last 15 years and that at a stroke, the Constitutional Bill would amend 112 provisions of the country's current 1995 statute.

"The omnibus bill, a product of a controversial government white paper, is aimed at a massive constitutional overhaul," he said.

He said late foreign minister James Wapakhabulo, who was the "most respected legal mind in the country," under whose chairmanship the Constitution was drawn, died a disheartened man.

"His disappointment stemmed from impending 'butchering' of 'his constitution' in the form of such proposed amendments as the lifting of presidential term limits that could see the incumbent, President Yoweri Museveni, rule indefinitely," the article said.
