Could it be that this  mere immigration border guards guarding the border between Uganda and  DRC Congo   have figured out that the so called Redemption Army only  exists,  as I am sure Mr. Mulin of U.K  would agree, in the minds of the NRM and Museveni.  Given the harse economy reality of pverty which has now  engulf many Ugandans why then  must one  waste time guarding the border from an imaginary enemy, while one can spend the valuable time  making extra quid  to support the familiy?..may be help in selling  off illegal  imported Congolese Mineral, from coltran, corbolt,  from Katanga or Kasai region... to the Arabs from Sudan  or Iran and other countries beyond!!

The Minister for Gender, Ms Zoe Bakoko, has criticised Ugandan immigration and security officers at the border with DR Congo in West Nile for laxity in guarding the border line.

Speaking at Vurra, Vizavi and Lia border posts on Sunday, Bakoko said failure to routinely patrol the frontier was a big security risk to the region, especially in the wake of reports that the People's Redemption Army (PRA) rebel group has training camps in the Congo jungles.

"How do we account for PRA infiltration into West Nile when people who are supposed to be protecting the borders are not there? Whoever wants to aggress us from the DRC has every opportunity because the people meant to monitor the border posts leave very early," she said.

Bakoko's comment follows an incident at Vizavi border post recently when she found Ugandan officials at the post had locked the border and retired home as early as 4pm whereas their Congolese counter-parts were still protecting their side.

But the officer in-charge of Vurra customs post, Mr Jameson Rubagumya, said his team had become more vigilant following that unfortunate incident Bakoko referred to.

"We are very conscious now," Rubagumya said.

The Lia customs police boss, Cpl Ben Otto, said they were constrained by limited resources and personnel. He said there were few detectives who could not sustain the security at the border.
