Friends, Africans, This is the final irony...the return of Obote to Uganda... with no trial, no formal inquiry...instead a glorious return. Museveni carried out a bloody spree in the name of removing Milton Obote...allegedly for the purpose of ending the abuses and punishing the perpetrators (ie., Obote). Now Museveni wants to pay Obote 20 years' back salary and give him a presidential legacy. What was all the violence for? What the point of the desolation and war, the horrors of "revolutionary justice"? What are we to do about the victims of this bloody hypocricy and betrayals by both Museveni and Obote? If it had been up to Amon Bazira...if his efforts to reform the political system in Uganda had succeeded, then Obote, Amin and Museveni should have been taken to court, to have public hearings, in order to ascertain their respective and true roles in the implementation of policies and programs that were unconstitutional, that were illegal, and which resulted in the violation of human rights, and in the corruption of Uganda's economic, political and judicial systems. The public would have wanted to know why Obote, amin and Museveni were so willing to destabilize the other states in the region? Why they arranged for the repression of refugees and other minorities, why they were so willing to use nepotism as a tool in government? Having met Milton Obote personally, and knowing his family members (I have a great respect and the highest regard for his wife Miria, and for his sons), I still think that it is important for history and for posterity for me to say clearly that I personally think Obote's presidency (in the 1960s and especially 1980s) was incompetent, abusive and dictatorial. As usual I am willing to back up my statements, and welcome a debate on this or any other topic. I also need to reiterate in this email, that Museveni is a war criminal, so that there should be no illusion about my motivation and intentions...my opposition to Obote has nothing to do with Museveni's lies and smears that he directed at Obote and others in order to mislead the world. I arrived at my position because my father, Amon Bazira, explained to me the problems he and other earnest Pan Africanists encountered while serving under Obote. Obote owes all Pan-Africanists an explanation for the abuses perpetrated in his adminisration, for the harrowing and brutal human rights abuses, and for his personal responsibility in the failed political order in Uganda, in the GLR and in Africa. Netters, Obote to receive monthly pay, fully furnished house By Andrew Ndawula THE government is to pay Dr. Apollo Milton Obote a monthly allowance of sh2.1m, according to the Presidential Emoluments and Benefits Act. The law provides for benefits due former heads of state. The former head of state, exiled in Zambia for the last 20 years, is expected to return home on May 27. He is also entitled to a fully furnished house, a chauffeur-driven car, four security guards plus transport for them, a personal secretary, and two domestic staff. Twice-president Obote, who once had to sleep in a garage while his leaking house was being repaired, will also receive sh20m from the State, to furnish his retirement home, and sh10m every after five years, to replace this furniture. The ageing statesman will also be getting sh300,000 every month for his treatment and that of his immediate family. The government has promised Obote the full privileges due to a former head of state as enshrined in the Constitution. Internal Affairs Minister Dr. Ruhakana Rugunda last week said Obote was welcome back home and would get his full privileges. According to the Presidential Emoluments and Benefits Act, a former head of state is entitled to an allowance, which is 60% of that president's last salary. While Obote's salary by the time he left office is estimated to have been around 6,000 British pounds a year, former Attorney General Abubaker Kakyama Mayanja says this no longer holds, because it has been overtaken by inflation and other fiscal changes. According to Mayanja, Obote's emolument and benefits have to be calculated basing on the sitting president's salary, which is sh3.5m a month. From this, Obote is entitled to sh2.1m a month, or sh25.2m a year, which is 60% of the sitting president's salary. Sunday Vision could not establish when Obote's dues will be effective. It is not clear whether his payment will be backdated to the time he lost the presidency in the 1985 military coup. Efforts to contact the Attorney General for a comment were futile. Arrears would earn the UPC chief sh504m. According to government sources, the State is paying about sh2m a month to Mzee Godfrey Lukongwa Binaisa, another former head of state. When he steps on Ugandan soil, Obote will become Uganda's third former head of state, to return and live peacefully at home. The late Gen Tito Okello Lutwa, who took power in 1985 after overthrowing Obote, returned and lived in Uganda until his death. Binaisa, who recently married a Japanese lady, in a colourful state- sponsored ceremony, followed him. Idi Amin, another former head of state died in exile in Saudi Arabia and was buried there. But his widow, Madina Amin, received some financial assistance from the government and the State helped her to recover and restore her property, which had been grabbed after her husband was toppled and had to flee into exile. Meanwhile, Alfred Wasike reports that the exiled UPC leader is happy with the ongoing arrangements for him to return to Uganda. Ousted in June 1985, Obote has since been living in Zambia under harsh conditions, according to a UPC source. The newly appointed Chairman of the Advisory Committee, Dr. James Rwanyarare, told Sunday Vision that Obote was excited about the prospect of returning home. "He is very happy. He has confirmed that to me. It is constitutional right to return home. He is a very experienced leader and statesman. He will put in the last straw to break the dictatorship in Uganda," he said. "Museveni has instilled fear among many Ugandans. Citizens recall that at the opening of Hotel Africana in 1997 Museveni vowed that he would kill Obote on arrival. But these threats will not deter the party president from returning home. We are not going to allow Museveni to keep violating the Constitution," he added. The new CRC leader Badru Wegulo was guarded about the preparations for Obote's return. "We shall reveal the details with time. But we began preparing a long time ago.
