The reason M7 requested Chiluba's help was to ensure Obote returned under amicable terms such as to create reconciliation between the two and tone down rhetoric. Obote refused and this does not sit well with M7 becuase he knows that most of the atrocities in Luwero were by the NRA. Many will be shocked at how Obote will turn the table against M7.
